The Malta Chamber of Advocates

The Malta Chamber of Advocates represents the corps of advocates admitted to the Bar of Malta.     It is a voluntary non-political non-Governmental organisation funded by the fees payable by members and by funds raised from the activities it organises, and is recognised at law as the consultative and participatory representative of advocates in matters related to the organisation and administration of justice.

The Chamber acts as a professional association, a lobbyist, an educator and, to a degree, as a regulator as well as being available to provide guidance to advocates and to the public at large on matters of professional ethics and the proper exercise of the function and office of advocate.

The Chamber seeks to organise seminars to up-date the profession on matters both of substantive and of procedural law, as well as participating, either as a lobbyist or as a direct participant, in initiatives to amend and consolidate legislation.

The Department of Contracts - Malta

The mission of the Department of Contracts is that of ensuring fairness, transparency and equitability in the award of public contracts by Government Departments and Public Corporations. This can be achieved by sustained efforts by the Department to ensure conformity with the rules and regulations governing the issue of calls for tenders, their evaluation and the final adjudication.

The Department, through the application of the procedure for the submission of objections, also provides the necessary framework for the granting of redress to those bidders who may feel aggrieved by decisions leading to the award of contracts. This is undoubtedly the cornerstone on which the Deparment’s mission is built. The creation of a Public Contracts Appeals Board in April 2002 set the seal on this important procedural aspect of public tendering.

Malta Stock Exchange - Borza ta Malta

The Malta Stock Exchange (Borza ta' Malta in Maltese) is a small but active stock exchange based in Malta's capital, Valletta. It oversees the trading of a handful of important stocks and is the marketplace for Malta's bond market.

It began operation in 1992.

The Exchange has, for the past ten years, been the regulator of the local capital market. During this period the Exchange has sought to perform this duty to the best of its abilities but the time has now come to review the matter. It is becoming increasingly obvious that Malta cannot afford to have a fragmented regulatory regime in the financial sector. One major factor that must be taken into consideration is the conflict that exists between the role of the Exchange as regulator of the Capital Market and the ability to market its services on a purely commercial level. This matter is currently being discussed at the highest level since any changes must require the review of various pieces of legislation and relative approval in the House of Representatives.
